  24. The decoding of DTMF (Touch Tone) signals is in the modem.  Why 
  25. would you think that any other part of the computer is involved?

  27. You don't say what type of exchange/switch "most phones" are connected to.
  28. That probably is the most important factor.  Line quality could also make
  29. a difference.  Or the type of modem you have could respond differently
  30. according to certain setup parameters.

  32. Microsoft's "terminal" programs are typically only minimally useful.
  33. There are many alternatives.
