- The decoding of DTMF (Touch Tone) signals is in the modem. Why
- would you think that any other part of the computer is involved?

- You don't say what type of exchange/switch "most phones" are connected to.
- That probably is the most important factor. Line quality could also make
- a difference. Or the type of modem you have could respond differently
- according to certain setup parameters.
